Comienza hoy a instancias de Joe Biden la denominada Cumbre para la Democracia, una reunión virtual que agrupará a líderes mundiales, de la sociedad civil y del sector privado. El evento tiene como objetivo “trazar una agenda afirmativa para la renovación de la democracia y abordar las mayores amenazas que enfrentan las democracias actualmente por medio de una acción colectiva”. Esta cumbre es parte de la promesa de campaña de Biden de fortalecer la democracia frente al autoritarismo, abordar la corrupción y promover los derechos humanos. Biden lleva desde el año pasado denunciando que los valores democráticos se están erosionando a gran velocidad en todo el mundo, algo a su juicio muy preocupante por lo que los genuinos demócratas algo deben de hacer al respecto.
En principio no parece gran cosa y no lo sería de no contar con una participación muy numerosa que se conectará a la cumbre desde los cinco continentes. Representantes de más de 100 países asistirán a la cumbre. Entre ellos la mayor parte son democracias, pero no todos, hay algunos regímenes autoritarios cercanos a Estados Unidos. Los que no acudirán serán los chinos y los rusos porque no han sido invitados. Si lo ha sido, en cambio, Taiwán, lo que permite hacerse una idea de cuál es la intención de Biden con todo esto.
Pero, aparte de sacar pecho y trazar una línea que señale quien está con él y quién contra él, de algo tendrán que hablar los delegados durante los dos días que dure la cumbre. La Casa Blanca tiene grandes esperanzas depositadas en ella por lo que habrá que preguntarse cuántas de las promesas que se realicen en el curso de las conversaciones se terminarán materializando. Probablemente ninguno, pero esta es una buena oportunidad para saber qué entiende Joe Biden por democracia y hacer una pequeña reflexión sobre la democracia en sí misma y qué amenazas enfrenta.
Aquí nos encontraríamos con una paradoja. A pesar de que todos se preocupan por la deriva de la democracia en Europa o Estados Unidos, donde realmente se encuentra en una situación límite es en Hispanoamérica, un lugar castigado por regímenes autoritarios desde hace décadas donde todas las partituras antidemocráticas vuelven a interpretarse una y otra vez. Es ahí, en esa parte de Occidente, donde la democracia está en crisis desde hace tiempo.

President Joe Biden will warn Russian leader Vladimir Putin that the U.S. is prepared to impose severe economic countermeasures if Moscow carries out an attack on Ukraine, a senior administration official told reporters Monday.
The video call, which is set for Tuesday, will happen against a backdrop of amped-up tensions triggered in part by an alarming deployment of Russian troops and defense equipment along the country’s border with Ukraine.
“These movements are consistent with the planning that we see underway for a military escalation in Ukraine,” said the official, who declined to be named in order to discuss details of the upcoming call between Biden and Putin.
“We have had intensive discussions with our European partners about what we would do collectively in the event of a major Russian military escalation in Ukraine,” the official said. “We believe that we have a path forward that would involve substantial economic countermeasures by both Europe and the United States that would impose significant and severe economic harm on the Russian economy, should they choose to proceed.”
The administration official declined to say whether the U.S. would take direct military action against Russia if there were an invasion.
In recent weeks, Ukraine has warned Washington and European allies that Russian troops have amassed along its eastern border, a development that mimics Moscow’s 2014 invasion of Crimea. The annexation of the Black Sea peninsula sparked an international uproar and triggered a series of sanctions on Moscow. Shortly after the invasion, a war broke out in eastern Ukraine between government forces and Russian-backed separatists.
“To be clear, we do not know whether President Putin has made a decision about further military escalation in Ukraine. But we do know that he is putting in place the capacity to engage in such escalation should he decide to do so,” the senior Biden administration official said.
“We’ve seen this Russian playbook before in 2014, when Russia last invaded Ukraine,” the official added.
Meanwhile, the Kremlin has dismissed suggestions that Moscow was preparing for an attack on Ukraine and defended its right to deploy troops on its own territory.
Ukraine has previously pointed to Russian aggression as justification to accelerate its membership bid to join the North Atlantic Treaty Organization, the world’s most powerful military alliance. Ukraine announced in 2002 that it would seek to join NATO. Moscow has called Ukraine’s ambition to join the alliance a “red line.”
Earlier on Monday, Kremlin spokesperson Dmitry Peskov described the state of U.S. and Russian relations as “lamentable” and reiterated Moscow’s opposition to NATO’s expansion.
“The tense situation around Ukraine and NATO close-up to our borders will be discussed. And President Putin’s initiative on long-term guarantees of Russia’s security. All of these topics will be discussed,” Peskov said at a news conference previewing the call.
“Of course, the bilateral relations will be discussed which are still in a lamentable state,” he added.
Last week, NATO Secretary General Jens Stoltenberg called on Moscow to deescalate tensions and reiterated that the alliance’s commitment to Ukraine’s sovereignty and territorial integrity “remains unwavering.”

Joe Biden warned Vladimir Putin that the US and Europe were prepared to impose "nuclear" economic sanctions against Russia should it invade Ukraine in a high-stakes video call on Tuesday.
The much-anticipated video meeting began with smiles and warm greetings between the two leaders, according to Russian state media.
"Greetings, Mr President," Mr Putin said in a brief video clip released by the Kremlin. Mr Biden said it was "good to see" his Russian counterpart, adding that he hoped their next session would be in person.
The tense meeting was one of the most critical tests of Mr Biden's presidency to date, viewed by Washington as a last-ditch attempt to ease tensions over fears that Moscow is preparing to attack its neighbour.
The White House said Mr Biden made clear to Mr Putin that the West was prepared to impose drastic sanctions in the event of a military escalation along the border.
